Easy.
Fly to Bangkok airport and get a taxi into Bangkok itself. Stay the night in one of the hundreds of hotels and relax for the evening. In the morning, get a taxi to Kao San Road (everyone knows it) and book into a guest house (Cheap). This road has lots of places to book a flight or coach to a beach.
Beaches resorts. Some of the best in the world. Paradise !
1. Ko Samui
2. Ko Samet (quiet)
3. Ko Tao etc.
Don't forget to check out Pi Pi island. It's where the beach was filmed and is stunning.

Couple things to think about. Some discount or "cheaper" airlines may not fly from your country or departure city - wherever that is???? The country and the city you fly from will be a factor in the price of your plane ticket!
After putting down the big bucks for a flight (unless you are coming from Singapore or somewhere close to Thailand) you ought to stay for a longer time! The plane tickets are usually the big ticket items from Europe or N. America.
Shopping and beach and cheap - Spend 2 nights in Bangkok - go to Pattaya (swim Jomtien - shop and stay in Pattaya.) Return to Bangkok for a final night to catch up on shopping and be close for your flight home.
This would leave you 4 nights at the beach area. Pattaya Beach is okay for sunbathing, walking, shopping, restaurants, malls, movie theaters and sidewalk vendors - tourists do not swim at that beach though! You can swim at Jomtien or Naklua. You can even take a 20 baht boat ride to Koh Larn. Even hotels in the 700 baht to 850 baht range may have pools!
You mention cheap - bus to Pattaya is around 115 baht for the 2 hour ride. Plane ride to Phuket much more! Hotels and local transportation is much cheaper in Pattaya than Bangkok.
Really young travelers often stay in the Khao San Road area. Other travelers prefer a hotel close to the Skytrain route so they can use that cheap method of transportation. No Skytrain access in the KSR area. The Skytrain can also connect you to the subway and the Ekamai bus station.
Good shopping in the Phetchaburi Road area where you will find street vendors, malls and even a mini garment district near the Baiyoke Tower Hotel.
When you take a taxi in Bangkok tell the driver "meter only" and the ride will be cheaper than bargaining. The price for a meter taxi is for all passengers riding in the cab. So, when you take your meter taxi at the airport the price (divided between the two of you) will not be that much. When you finish with immigration and customs at the airport - IGNORE THE TOUTS - in the arrivals area. Meter taxi sign up desk is outside the arrivals hall near the curb. Have small bills for paying the driver if you want any change back!
Check out the Asia Hotel and see if that price range fits your budget. Also, you can also check the Suk 11 Hostel and see if that price range is a better choice. The Asia is close to Phetchaburi Road shopping and the hotel is right at a Skytrain stop. The Suk 11 Hostel is not far from the Nana Skytrain stop.

from bangkok get a taxi around 800 baht to pattaya but go to jomtiem beach south pattaya ,shops plenty in pattaya several big stores and shopping malls,beach cleaner than pattayas.you can get a flight from under 400 quid, try southall travel. as for accomodation,i paye less than 500 bhat per night.enjoy

Lots of shopping in bangkok. mbk, pratunam, weekend market, seacon square,.....
nice beaches are in ko chang and ko phangan.
avoid phuket and pattaya. overcrowded and ugly, but good if you're looking for girls.
china air is usually the cheapest for airfare. look at skyauction.com too...JAL has flights always on there. if you're looking for cheap, try pattaya...has many cheap hotels for around 400 baht a night. go up a street from walking street & the waterfront road. has malls and shopping, lots and lots of bars...if you're a male...my advice would be...don't bring your wife or gf.
I would try to arrange your accommodation before you go..especially for Bangkok.
However, it's always possible to change hotels if you see somewhere else you prefer and it's then easier to negotiate a good discount.
Thai Airways might have some deals so check them.
Yes mr boombas has it right. I like to stay at Newrotel which is a moderate priced Danish run Guest house. Nice and clean with its own restaurant and lockers for valuables. its in the business/ hotel district close to the river. Get boat up the river to Khoa san or taxi to sukumvit and girlie bars.

China Air has good prices from the USA. April is the hottest month, I'd go to Jomthien Beach, get a place right on the beach from 800 baht to 3000 baht a night (Holland Haus, is about 800, Avalon Beach Resort about 3000 baht), and enjoy yourself. NOTE: april 13-15 is Song Kran in BKK, and the 18-19 in the Pattaya/Jomthien area.
I'd steer clear of any hotels right in Pattaya in April, except the Marriott or Royal Cliff and they are high prices. The city is TOO HOT during the day. Jomthien usually has a breeze and is a 15 minute song taew ride to downtown.
The other seaside place I like is Koh Chang; White Sands Beach Resort, in particular at about 1800 baht for real nice bungalow on the beach. BUT, not a lot of shopping around. However if you've never been here, you need at least a couple-three days in Bangkok, and there you can shop until you drop.
just to say.. april is their hottest time of year and sometimes the heat will be unbearable (but u get a tan withi minutes which is great) and its their new year so theres water festivals and evry1 throws water it is THE best lol.
thers no particular airlines, different companies have different deals depending on if they want to sell seats fast etc.
Gulf air is good, you may have to stop in somewhere like Kuwait but its not too bad and you get good service.
you have to bear in mind you will be going to their new airport, so you may want to stay in that area, or the main parts which will be about 45 minutes in a taxi which you get at the airport (make sure they dont make money out of you by charging alot). http://www.asiarooms.com/ is a good site for hotels as it ranges from cheap to expensive hotels and has their details .. remember to make sure you know the address when you arrive to get there! they may even collect you from the airport if you ask.

beaches: pataya if you want alot of tourists and night life, but its not really true thailand.. they're in a lot of places, just look around..
shopping : bangkok, catch the sky train and check out the department stores.. they're everywhere
